GeM's Mighty Momentum: Numbers That Speak Volumes#
GeM is pulling major procurement weight, clocking over ₹5.42 lakh crore in transactions during FY 2024–25, a big jump from prior years.
As of May 1, 2025, the platform had surpassed ₹13.60 lakh crore in GMV, processing 2.86 crore orders, with over 23 lakh sellers and 1.64 lakh buyer organizations actively participating.
The portal now boasts more than 10,900 product categories and 330 service categories—a testament to its comprehensive reach.
State Leadership: Uttar Pradesh Sets the Benchmark#
Between 2020–21 and 2024–25, Uttar Pradesh emerged as the top GeM buyer, executing purchases worth ₹65,227 crore—a model of digital procurement adoption.
This follows UP's November 2024 mandate aligning procurement rules to ensure 100% adoption of GeM—a move that has become a roadmap for other states.
Global Tenders Incoming: GeM Goes International#
GeM will soon launch a global tender enquiry feature, allowing international bidders to participate, boosting transparency and competition.
This aligns with recent trade developments, including the India–UK Free Trade Agreement, which aims to open government procurement between both nations.
Policy Flexes: Supporting Innovation & Research#
A major policy shift from the Ministry of Finance now lets researchers directly procure equipment outside GeM, with increased financial limits:
- Up to ₹2 lakh for direct purchases
- ₹25 lakh for committee approvals
- Up to ₹200 crore without central clearance
This streamlines scientific procurement.
GeM also continues its inclusivity drive—embedding reserved quotas for MSMEs, women entrepreneurs, and domestic suppliers, and onboarding cooperative societies and Panchayats.
GeM’s Next Frontier: Works Contracts & State-Level Expansion#
The platform is set to add “works contracts” to its offerings, extending beyond just goods and services.
Alongside UP, Kerala and other states are also increasing adoption, pushing for uniform GeM adoption nationwide.
